The Manassas City Council developed its most recent Strategic Plan through collaborative work with stakeholders representing a broad cross section of community interests. During that engagement Educational Attainment was clearly identified as a top priority and Workforce Development was specifically called out as a key area to focus on. In the final plan City Council set a Goal to “Create within the education system robust workforce development initiatives aligned with the needs of the business community.”
Goals are no good if they don’t have a baseline, targeted outcomes, and progress towards achieving them can’t be measured. A key measurement for this objective is that “A majority of the City’s employers surveyed annually will be satisfied with their ability to find talent within the City’s workforce.” The measurement does not distinguish between large and small employers or between different types of businesses. It encompasses ALL employers.
